Re: [rti4empowerment] PENDENCY AT CIC

Dear Mr. Gupta,

Ever heard of Peter's principles? If not read the following.

WORK EXPANDS TO FILL THE AVAILABLE TIME

EVERYBODY TRIES TO RISE TO ONES LEVEL OF INCOMPETANCY/INEFFICIENCY

These complaints can be resolved in 15 days per complaint
25 complaints per day X 15 i.e 375  complaints in a fortnight.

It is our ignorance & idiocy these ICs(Information Commissioners) behave as they do just as above mentioned Peter's Principles.

Remember Punjabi innuendo? Appologies for reproducing unparliamentary expression despite being a thouroughbred gentleman,

RABDIYAAN LAAPARVAHIYAAN; KUTTE KHAAN MALAAYIYAAN

Read attachment on how ICs should function.

Do we know what the following mean? Have we understood what does it connote & what we are empowered with?

1.    The Constitution of India, in its Preamble, states, "WE, THE PEOPLE OF INDIA, having solemnly resolved to constitute India into a 1[SOVEREIGN SOCIALIST SECULAR DEMOCRATIC REPUBLIC] and to secure to all its citizens:

JUSTICE, social, economic and political;

LIBERTY of thought, expression, belief, faith and worship;

EQUALITY of status and of opportunity; and to promote among them all

FRATERNITY assuring the dignity of the individual and the 2[unity and integrity of the Nation];

IN OUR CONSTITUENT ASSEMBLY this twentysixth day of November, 1949, do HEREBY ADOPT, ENACT AND GIVE TO OURSELVES THIS CONSTITUTION.
