Dear Chhetry

The "block" message you get when you post to this list serves 2 purposes.

1. It CONFIRMS that your message is circulated onwards from IAC's list "IndiaResists'

2. It INFORMS that your message is also forwarded to other mailing lists of IAC and may have been rejected there (either automatically or by a list moderator).

IAC has 17 public mailing lists operating today. Because IAC is constantly targeted by Government to shut our servers down, the network / subscriber base is distributed redundantly over multiple lists and ISPs so that IAC's message will carry on even if a few lists get deactivated.

So please ignore such "block" messages. Its only a sign that the backup systems are working.

Dear All,
  It is a common knowledge in the power circles that most of the handlers of our financial policy & thereby the economy,ie; FM,Vice Chairman Planning Commission, RBI Governor,the Economic Advisers to PM etc. have had long/stints with World Bank, ADB,UN or other world financial institutions. What we need to appreciate is that the first world led by the US have controlling interests in these institutions. Understandably, all the exposure / development of financial skills these bodies provide are oriented towards guarding western interests.It may not be an over statement to say that the secondary role of these institutions is to breed high profile agents to control second & third world economies in their later assignments.A more palatable statement may be to say that these gentlemen are trained to work in their 'new AVTAR' towards integrating their native country's economies with the first world economies!!     
   If you do not believe the above hypothesis, look up the background of our pack of expert economists, who have brought our economy to the present levels.By contrast two PMs, namely Shri Chandrashekhar & Shri Narsimha Rao who had mostly 'desi' experiences,saw us through dire situations and the latter actually opened up the economy for development.
   A more specific example is the present policy makers' pressure to bring in FDI in our retail markets.Personally I am for a more organised retail market to guard the customer interests.But to achieve that why can't we adopt the cooperatives route, ala Amul! 

  Therefore,one must be suspect to some behind the scene purpose in identifying such a person as Mr Rajan for so sensitive an appointment....

We cannot pick and choose like that and compare his case with Mrs. sonia Gandhi.
Dr. Rajan did his MBA from Ahmedabad and went abroad only therafter( as far as I know) for further study in econmics. Those who are familiar with careers of Econmists from the time of Dr. Manmohan know that all went abroad either to UK or USA. It is only abroad they made their mark- Whether it is Dr. A. Sen or Jagdish Bhagwati. The PM and the Dy.chairman Planni ng Commission were with UN Agencies.
Dr. Rajan was earlier theChief Economic Adviser to PM. why these questions were not raised at that time.
Dr. S. Swamy was also associated with Harvard for a long time and he has been active in Indian politics for a very long time.
Incidentlyy Dr. Rajan some time back had made an observation that the biggest scam in India is The LAND SCAM. Is this not true?
It seems Mr. S. Roy is not being fair in singly hism out.

Overseas Citizen of India is not an Indian Citizen.
OCI cannot vote and cannot hold public office in India.
OCI is not a "dual citizen" and India citizen can only
hold passport of India. So if Rajan is OCI then he is not eligible to be RBI Guv.

We have verified Mr Roy's statement,
Yes, Rajan was regularly receiving Fellowships from
USA's National Science Foundation since 1992 till 2008.
NSF fellowships by US Law are only given to US Citizens, US nationals and Permanent "Green Card" Holders.

How is your dear Mr (Tamilian) Rajan related to you. Is it through his RAW father or did you also get a share in the US Government Grants repeatedly given to Dr. Rajan from US Federal Funds which as per the "conflict of interest" Chapter IV-A guidelines on NSF website is only given to individuals with US citizenship.
Now the CIA backed BJP and Congis have joined forces to get this US citizen made as our RBI Governor. MM Joshi has expectedly asked a query in RS and will be given a xerox of RR's Indian passport. (This does not mean he does not have a {secret} US one also).
BJP/CIA barking dogs had better apply the same standards to Rajan's citizenship / passports as they do to Sonia's.

Nandini  Voice For The Deprived , a Chennai based NGO (www.nandinivoice.org)  conducted an investigative study on the  satisfaction  level of RTI activists and citizens about the implementation of RTI Act in India.
Several persons from  all over India responded  to the investigative study  and narrated their views and experience .  Based on such response and discussions with cross section of RTI activists, the investigative study was completed  and the findings of the study are given below.
Kindly publish the details in your esteemed newspaper.

Deteriorating response level :
As per the RTI Act ,the details should be sent  by the concerned authorities  to the information seekers within thirty days. When  RTI Act was introduced with much fanfare, the government departments mostly responded to the request for information within the stipulated time. Even if the particular information could not be made available, there was acknowledgement  of the request and explanations  were provided  about the action taken  in the matter to provide appropriate reply.  
However, in the last  several months , there has been steep deterioration in the response level to the RTI queries . The Public Information Officers   of several  concerned departments do not anymore adhere to  thirty days deadline and they seem to be  taking it easy.  They often respond only after several reminders  and sometimes do not respond at all.
There are many instances when one government department would forward the letter to another department, stating that the other department would be the fit agency to reply, making the process a vicious cycle with the letters being  tossed here and there .
The performance of the state government departments appear to be much worse than the departments  belonging to central government. 
Ineffective Information Commissioners :
In the event of not getting an acknowledgement or suitable reply,  the option left for the RTI activists is to send the complaint to the Information Commissioner. While  Information Commissioner forward  such letters to the Appellate  Authority directing that the reply  should be sent within stipulated period, often Information Commissioner would not follow up the matter.
Several RTI activists complain that the Information Commissioners really function as "post office". Information Commissioners follow up and conduct enquiry only if the RTI activist would send repeated reminders and constantly call the Information Commissioner's office. The enquiry  proceedings are also time consuming. There are many persons who have been waiting for reply and suitable action by Information Commissioners for more than one year.
 
What can a citizen do ?
If the Information Commissioner would  routinely deal with the matter without taking  any  effective steps  to force the government department  to provide reply, then the options left for the citizen are very limited. In that case, citizens can only go to judiciary with his complaint and the hearing and judgement  from the judiciary would be prolonged affair.
In such scenario,  several activists give up in despair.
No fear of punishment :
The Public Information Officers of the concerned   departments  do not seem to  have  fear anymore  that disciplinary action would be taken against them,  if they would not respond with the reply within the stipulated time as per the provisions of the Act.
While there are hundreds of cases all over India of delayed response or nil response to the RTI request letters, there is no report of any punishment imposed on the Public Information  officer or Information Commissioner  for dereliction of duty.
Harassment :
Some RTI activists pointed out that when they would seek information about any issue, particularly such as land deal, sand quarrying etc. , the concerned departments sometimes leak out the matter to those who could be affected by the query and consequently they are threatened and harassed.
Several RTI activists warn that those seeking  any information about the  police have to be careful and cautious.
Pessimism  about bringing political parties  under RTI Act :
There are now  several arguments and counter arguments about bringing  political parties under RTI Act.
But, several of the RTI activists are of the view that  even if political parties were to be brought under RTI Act, it would not make much difference , since  they  may not  even acknowledge the receipt of the letters seeking information.
 In a situation where even the government departments  do not take the RTI Act seriously anymore , one cannot expect political parties to behave better.
Is RTI Act now only an empty measure  ?:
Many RTI activists wonder whether the RTI Act has now been rendered as "toothless act" due to the indifference and  lackadaisical  approach of the several government departments.
 Overall, there is huge dissatisfaction in the country about the quality of implementation of the RTI Act.

Personally I do not favour appointment of Dr. Rajan as Governor of RBI on the following grounds-
As you have mentioned the Govt. is taking Executive Decisions by-passing the Parliament  on the ground that their authority is co-terminus with Parliament. It is for the same reason that I am against AADHAR scheme. In cases which are legitimately in legislative domain and the Parliament has not excersed its authority, how the executive can claim it.
2. Post of Governor is a very sensitive post and it is only the second instance that a person from outside the establishment has been appointed. What is more worrying is induction of persons from Private sector to Govt. sector and in reverse direction. Appointment of beauracrats and judges inprivate sector after retirement is equally worrysome. Like in USA, a time will come when it will be diffucult to question such sensitive appointments as it may extend to defence and other sensitive matters. 
3.Personally I think the Prime Minister is backing him for quite some time. He needs a pliable governor to carry out his Agenda of economic reforms to accomodate US interests. So why are we not questioning his model of growth and the Planning Commission.

I/IAC did not pick / start this controversy.

It was started on Wikipedia, then it was picked up on Twitter and a magazine Millennium Post published a story categorically stating Rajan is American citizen. Then one of IAC's contributors Ms. Vidyut Kale, published an in-depth story on her blog with additional facts. It was only then that IAC circulated this story to its members.

What is now emerging from independent investigation is that both BJP and Congress have a vested interest in promoting Dr. Rajan who has accepted vast sums of US Govt Federal funding over 2 decades. He is therefore acceptable to both these parties.

Also, as the RTI deal on Information Commissioner's shows, Congress and BJP are taking a series of COLLABORATIVE EXECUTIVE DECISIONS OUTSIDE PARLIAMENT while ensuring that Parliament is stalled . This has reduced the 15th Lok Sabha to a mockery.

I appeal to all IAC members to set aside their political alliegances, if any, on our forums  and view/discuss such matters as PATRIOTS of India/Hindustan.

Dr. Rajan did his MBA from Ahmedabad and went abroad only therafter( as far as I know) for further study in econmics. It seems Mr. S. Roy is not being fair in singly hism out.

Overseas Citizen of India is not an Indian Citizen.
OCI cannot vote and cannot hold public office in India.
OCI is not a "dual citizen" and India citizen can only
hold passport of India. So if Rajan is OCI then he is not eligible to be RBI Guv.


We have verified Mr Roy's statement,
Yes, Rajan was regularly receiving Fellowships from
USA's National Science Foundation since 1992 till 2008.

NSF fellowships by US Law are only given to US Citizens, US nationals and Permanent "Green Card" Holders.

How is your dear Mr (Tamilian) Rajan related to you. Is it through his RAW father or did you also get a share in the US Government Grants repeatedly given to Dr. Rajan from US Federal Funds which as per the "conflict of interest" Chapter IV-A guidelines on NSF website is only given to individuals with US citizenship.
Now the CIA backed BJP and Congis have joined forces to get this US citizen made as our RBI Governor. MM Joshi has expectedly asked a query in RS and will be given a xerox of RR's Indian passport. (This does not mean he does not have a {secret} US one also).
BJP/CIA barking dogs had better apply the same standards to Rajan's citizenship / passports as they do to Sonia's.
