Obviously, central government and income tax department know that almost all doctors do not pay taxes properly but governments do not care to question them. Hospitals , clinics and doctors very rarely receive tax violation notice and they are rarely raided by income tax department.

They have no norms in charging fees and have become an exploitative class. Almost all of them accumulate huge black money and evade taxes.

Deputy Chief Minister Sh. Manish Sisodia presented Aam Aadmi Party
government's first Delhi budget on 25th june 2015.
Before the budget speech of Dy CM, Delhi Chief Minister Sh. Arvind
Kejriwal said that he expected Sisodia to live up to "Aam Aadmi's
expectation". As he began the presentation of his maiden budget,
Delhi Deputy Chief Minister Manish Sisodia said it was "country's
first Swaraj budget".
Here are the highlights of the budget:
• The capacity of solar power in Delhi will be increased.
• Power tariff has gone up because of discrepancies in power discoms,
said Mr. Sisodia.
• We Will install 15 new sewer treatment plants.
• Will clean Yamuna river and make it a picnic spot in the next five years.
• Will tackle the menace of tanker 'mafia' with the help of GPS.
• In three years, will ensure the whole of Delhi gets clean drinking water.
• Government is committed to implementation of Majithia commission
recommendations.
• Government will constitute 'Shramik Vikas Mission'.
• Labour welfare centres will be set up across Delhi and the labourers
will be registered through a single-window system along with other
benefits.
• Will give Rs 1 crore each to families of martyrs.
• New old age homes will come up in different parts of Delhi.
• Loans up to Rs 10 lakh each would be given to those interested in
higher education. Girls will get the loan at 1% lesser interest rate.
• Six new working women hostels to come up in Delhi.
• It will be must for all public mode of transport to have GPS installed.
• Marshals to travel in public transport, including buses, to ensure
safety of women. CCTV cameras will also be installed in all the buses.
• Allocation of Rs 3695 crore for transport in Delhi.
• E-rickshaw drivers will get subsidy of Rs 15,000 each.
• A single ticket will be available for travelling in metro, buses and
autorickshaws.
• Different modes of transport in Delhi will be inter-connected, bus
and auto information will be available on mobile phones.
• There will be provisions to keep digital record of patients.
• A total of 11 government hospitals in Delhi will be modernised.
• As many as 10,000 beds will be increased in hospitals and 1,000 new
neighbourhood clinics will come up across Delhi. Of these, 500 will
come up this year itself.
• Health budget hiked by over 45% to Rs 4787 crore.
• As many as 70 schools will work in two shifts.
• Rs 310 crore allocated for skill development and professional education.
• Delhi to get a new skill development university.
• Bringing an amendment to act against schools and colleges not
functioning with transparency.
• At least 20,000 new teachers to be roped in.
• We will convert 50 schools into model schools, will install CCTV
cameras in all classrooms across all Delhi schools.
• We aim at 100% literacy in Delhi in the next two years.
• Budget allocation for education hiked by over 106% to Rs 9,836 crore.
• Will introduce single-window clearance system to ease business,
invite people from across the country to come and do business in
India.
• All colleges and villages in Delhi to get free wifi with an
allocation of Rs 50 crore.
• Every district to get new development authority DUDA.
• We are moving towards smart city, smart administration.
• As part of a pilot programme, will allocate Rs 20 crore each for 11
Assembly constituencies for development work, says Sisodia. The
programme will be extended to other constituencies in future.
• No contractor would get payment for their work unless people are

Children who grow up learning that might is right from adults who force them to comply, eventually grow up and realize that they can force others now that they aren't powerless. My vision goes beyond this. Compulsion in itself is disrespect, given that the child is not consulted and a willing participant of school (eventual adaptation is not voluntary participation - it is survival in the face of unchangeable circumstances). Though I do see that it will be difficult for schools to hold this high a standard and have any sort of classes at all. In any event, if a child must go to school, the lack of abuse, as you describe in your example, is important to their well being.Thank you for your solid words of support, Supratim Basu. I ask because the view among the homeschooling community at this point is such that we continue to homeschool and avoid trouble. So it is an entire category of people who number in the tens of thousands probably (and growing!) that the RTE rides rough shod over.Right now homeschoolers find chinks, keep head down and hope their kids are over 14 before the other RTE shoe drops, etc. Others convince local schools to enroll their children on record, but never send them to school and hope they can get away with it. There is the constant fear that the law could be used to target them and even take children away from them - by a spouse in the event of divorce, would be a prime example. I know two women who had to settle for a no maintenance divorce - for them or kids when their husband threatened to take them away for homeschooling, or force her to send them to school - when they had no problem with homeschooling, indeed supported it and were active participants. I face this threat too from someone who never bathed his son in five years.So this is how our rights get violated. No idea how to put it specifically as an answer to your question. One tends to agree with Shri Shanti Bushan ji n the previous mail.
The child has to gradually be put in the mainstream.
Am sure that is the endeavour of our system.
I give half the credit to family and half to the educational institutions and teachers who made us and our children aware citizens.
I feel the main problem is dealing with number of needy and am sure deserving children and the number of seats available.The scores are increasing day by day.
Perhaps a need of more institutes here.For general and specialized kids.This can be basic, hobby oriented or vocational as the need be.
A common basic exam is a must as we see already existing anomalies in our edu system where some ppl take the short route.

Furthermore "Educational reform" and "Healthcare reform and delivery" are thrust areas indicated by our members in our Charter doc.As we are presently discussing the "rights" of CHILDREN to be homeschooled, the view seems to be that they have no right to be homeschooled. They do have rights to be schooled in "appropriate" NEIGHBOURHOOD facilities. The rights for your son (as observed by Mr. Gaur) actually flow from the Constitution through the PWD Act 1995, and the RTE Act has apparently failed to adequately provide/legislate POLICY for disabled citizens like your son in consonance with PWD Act. This is an issue to be resolved between the Welfare Ministry and the MHRD so that the appropriate governments can enforce it.The PWD Act contains, at least on paper, a number of grievance redressal mechanisms, and a grand vision of a future "international" standard education for the disadvantaged. Perhaps you can start using these grievance mechanisms ? That they adapt when given no choice is no redemption either.There is something fundamentally wrong with a world that forces independence on children at younger and younger ages (in a world where adults often cannot judge people reliably) and then nags adult offspring for not being close. Why would a child that had to make sense of an alien world on his or her own cling to a parent after making sense of it?My child does not even get insulted, let alone hit. I cannot trust schools to not abuse him given the low quality and emotional quotient of teachers themselves rooted in a culture of authority being right and a child's space not having any inherent value. Taunts, sarcasm, scoldings, public humiliation, domination, overruling a child's wish (and thus autonomy) for no critical reason are normal behavior of teachers in schools - even where teachers are not allowed to hit children.These are views that are extremely prevalent among homeschoolers. The child is the topmost consideration in all choices and is respected as an individual with intelligence, preferences and the right to choose as far as possible. So it is an entire category of people who number in the tens of thousands probably (and growing!) that the RTE rides rough shod over.Right now homeschoolers find chinks, keep head down and hope their kids are over 14 before the other RTE shoe drops, etc. Others convince local schools to enroll their children on record, but never send them to school and hope they can get away with it. There is the constant fear that the law could be used to target them and even take children away from them - by a spouse in the event of divorce, would be a prime example. I know two women who had to settle for a no maintenance divorce - for them or kids when their husband threatened to take them away for homeschooling, or force her to send them to school - when they had no problem with homeschooling, indeed supported it and were active participants. I face this threat too from someone who never bathed his son in five years.So this is how our rights get violated. No idea how to put it specifically as an answer to your question.
