 Yes taxing expenditure rather than income is one of ways we can reduce accumulation of black money.  Just 2 % of tax for every expenditure by a citizen will completely eliminate black money. PC is having a great time with enormous income to the exchequer due  to service tax on telecommunication. Almost every man has a cell phone and he pays a lot of money to the central Govt without realizing that he is paying !!  so in this modern IT age we can ensure that every time money changes hands  2 to 3 % SHOULD reach the Govt. Gazana . We can then abolish Sales tax , then those who inspect compliance of sale tax who are all ( almost 100% of them are corrupt and loaded with black money ), . All we need is to have the mechanism to compulsorily  ensure  recording of all expenditure with proper mechanism to immediately transfer the expenditure tax to the Govt as is happening in telephones /cell phone etc .including the local grocery shop and even the fruit dealer on carts !!  Cash transactions on real estate deals should be abolished. 

We need not have 500 Rs and 1000Rs notes at all . they should be withdrawn immediately .

But I am dreaming !! No political party , except perhaps AAP will agree !! Without Black money the cadres of all political parties will be starving and Tasmac sale will be just 10 % of to day !!   We need a revolution . . God should help .  Seshadri

It is better to introduce Expenditure Tax, instead of Income Tax. It is easy to monitor the expenditure, and only right to tax it, instesd of taxing incomes. Abolition of income tax, would remove the urge of most people to go for parking their funds in any black money. Moreover, maintainance of large staffs of income tax department can well be reduced drastically. It is time to recognize the fact that citizens who save money, and place the same at the disposal of the Nation, render a useful national service. They need to be rewarded, by protecting their savings, that are currently being watered down by inflation. The prevailing inflationary climate rewards the Borrowers. They are able to pay back watered down principal  amounts of loans, and are often real gainers, even after paying interest. To be fair, the Savings as well as Loans, should first be indexed to published inflation rates, interests rates applied thereon. 
2. Use of black money can be drasstically reduced by banning all CASH trasactions, beyond a certain limit, in most of day to day business. It should be completely banned in all propery dealings. There should then be little or no need of high denomination currency, that is handy for all illegal and black money dealings.
3. Creation of wealth should be considered a national service. Big tax payers should be respected and publically honoured, so as  to encourage every one to add to national wealth.

While what has been suggested is laudable, the point is, that is for the first time a political party is attempting to deal with rampant corruption ALL OVER INDIA. We read in the news papers almost daily that an RTO was trapped, Money unaccounted confiscated at the offices of Sub Registrars dealing with registration of real estate changing hands and so on..  This a daily occurrence .

Has any of us bothered to find out  “ What happened Next “ We can effectively control corruption very quickly and with ease if we insist on quick follow up action which should be transparent. Almost all such cases are pending in courts  the culprit , in the mean time is back in his job after getting bail !! And he continues getting the bribe !! The vigilance guys and the prosecutor also are  loaded with black money !! One of  my very good friends tells me that this practice of taking MAMOOLS  has been there from time immemorial!! A village officer who is a custodian of land records and who used to be paid around 15 Rs a month, ( during the Br. Raj )   and this post is normally held in the family used to be allowed to take BAKSHIS for his prompt help of giving the info, copies of document and even advice regarding the transaction and so on. This was acceptable to all.  I have personal experience of this in my village. But after we got our own people ( As against the British )ruling us  as expected  all  record keepers were given permanent jobs with PF and parity in pay, perks and allowances , but continued to demand BAKSHIS  depending upon the value of the real estate ! I am told that the Sub Registrars  demand a percentage of the real estate deal . If a deal is around 10 crores as per official record ( the actual deal including Black money could be any where near almost 20 crores!! ) the bribe money could be anywhere near 10 Lakhs  all in currency notes in high denomination. This  expenditure is included by the lawyer assisting the transaction under the head “under table Money “ and accepted as a matter of course. So all these bribe takers are loaded with black money , become rather rich  and their bulk of the income kept in black or as is happening today goes back to our Govt, via TASMAC !!!

One very well informed friend of mine told me that all these vigilance guys as well the police assisting them to trap  bribe takers also become rich as they , after some time negotiate with the accused for dropping cases !!!  So the issue is very complex.  Needs very careful examination for changing. AAP cannot overnight claim to eliminate this kind of activities without the help of CENTRAL GOVT. The menace of black money is the main cause for INFLATION and CORRUPTION.  If an official is loaded with lots of black ,money he would not hesitate to pay even  double or treble the prevailing rate for any essential commodity, and  if a vendor gets such a price even from one man he  will try and push up the price .

There is no point in asking people to call the help line and plan a sting operation. Sting operation will have to go through legal process . The first day AAP got 4000 calls . How can any Govt.  handle such a situation ? This is certainly not the ideal way . Khejriwal  needs to learn quickly. Even though as on date he is the CM of Delhi, he should continue to be an ACTIVIST and insist on eliminating the black money at every stage at all levels.  Cash transactions should be completely eliminated. As a start  withdraw all  500 and 1000 Rs. Notes with our private citizens  and give them a receipt.  If the source is not satisfactorily  explained well he will not only lose the money but is also liable to prosecuted.  Such cases should be dealt with most promptly and with great speed.  Special courts ( even mobile on the roads ) should be formed. All these cases should be tried in  the open just the way we in the Army holds Summary trials.

The poor common man is not likely to be affected one bit if high denomination notes are withdrawn . ( FOR EVER )

All those who sell goods even on push carts should be trained handle checks and cards. If we can give a machine to the bus conductors why not to these vendors.  With Adhar cards getting popular cash handling should be brought down to minimum .

We will see our money value going up to Rs 4 a dollar !!! 

I would request those who receive this long mail reach it to Khejriwal, Anna, Chidamabaram , Modi and Rahul.  I am 87 , cannot handle face book etc!!Thanks  Seshadri

This AAP’s helpline is nothing new , as vigilance departments are functioning in all government departments and public sector undertakings  already and they  are meant  to receive complaints of corruption, investigate them and take action if the complaints are justified.  People are entitled to send complaints to the vigilance department already and  several NGOs already publicise the corruption dealings in newspapers and journals and in social media.  What is it that AAP’s helpline will achieve more than these existing arrangement ?

AAP receiving 4000 calls in seven hours  is not a big achievement but solving the corruption issues received through these calls will be an achievement. These 4000 calls may become 40000 calls in one week and 4 lakh calls in one month. Is AAP government capable of handling these calls and catching the corrupt people in reasonable time ? The fact is that there are already many corruption allegations with the vigilance departments remaining unsolved. Why not AAP government look into these first ?

When complaints are received in AAP’s helpline, it has to investigate only through the existing vigilance departments.  What is needed is to strengthen these vigilance departments and make them more active and honest which can be done by  efficient and honest ministers over a period of time.

By  making tall claims about AAP’s helpline, the inexperienced leaders of AAP are giving an impression as if they are going to solve the corruption issue over night.  This would not only be a misleading claim but would  cause huge disappointment amongst people who take AAP’s claim at face value.

Not even one(yes,pl note one) in the political outfit has first hand brush with vigilance and anti-corruption work,much less a scholarly touch of the subject,but there being no law banning kite flying,everyone is feeling free to become judgemental,and regaling sermonising.What a pity! None to stop this horrendous tamasha.All are oblivious of organisational architecture(of anti-corruption wings),the question of processes,as also roles and responsibilities,the complex criminal justice system,the legal lacunae etc. The enormous amounts of efforts taken in designing and executing e-governance strategies to curb mass level petty corruption,theinnovtive strategies being constantly designed/tested for prevention/contol/combat high profile(as also collusive) corruption all go un noticed,as the systtem doesn't permit tom tommimg achievements,for gaing political mileage,which,in gact is so much more easier,and not the least difficult. Its the built-in perversion in the political system of the day that without even iota of experience/requisite qualifications,any TDH(Tom Dick and Harry),or even a criminal can aspire to acquire hallowed positions of power. A defective evolutionary process in political scenario(luckily not in professional/business world) is responsible for the dissastrous state-of-affairs,possibly globally,but in India surely/certainly. Not the right time/forum to pontificate on serious issues that are dealt with in awkwardly casual manner. Wish other members pick up the thread and come up with sensible suggestions. Why can't a social media capmaign start,and all media folks also be informed about lack of transparency regarding comprehensive plan-of-action,againnst the ministers/bureaucrats indicted in Shunglu Committee Report(CWG Scam)? How about involvement of enlightened citizens/experienced hands(availabke aplenty in Delhi),at drafting stage of Lokayukta Bill? Why fallaciouly throughout campaign the words used were "Jan Lokpal Bill", knowing it fully well that that nomenclature was reserved for the national level Statuate? Why false promise was made that "jan Lokpal Bill" would be brought by 29th Dec itself,again knowing it fully well that draft stageb consultation,after the first draft itself is ready would take a minimum of 4 weeks? Even a cut-and-paste Bill(from uttaranchal)has to pass through whole gamut of governing processes,involving inputs from various Departments. Can some one. Be allowed to fool the gullible masses so easily,just because the vested interests in powerful media would shut out simple/sensible questioning of patently false claims? And all this is not mere political gimmic,or over-dramatisation of the ralistic situation. Does the oath of God permit recourse to such political machinations? Without the approval of the House and proper appropriation of funds(that demands sensible wider consulation,as also holistic view of "revenue-expenditure position") how can any one announce freebies? Isn't the SC seized of the very constitutionality of the competitive populist political culture,specially as being ruinous of the long-term economic development,as also being detrimental to the optimality of "Larger Public Interest"? Its just and simple kiddish stuff to increase expenditure,and reduce revenues,and that,too,for crass political purposes. Its no brainer all the way. Hundreds of serious issues of governance can't be raised in this forum. How long enjoyment of low-lying fruits(figuring out "this is not ok;thats not ok")and enjoying clap-tra could last? For contest in freebies best try luck in WB/Tripura/Kerala.Even possibly in AP/TN. So there has to be a type of outmoded/outdated political system,wherein the best experts, seasoned bureaucrats,topnotch professionals,and techno-management consultants have to second fiddle to rookies whose sole claim for a position of prominence/authority is victory in manipulative dirty politics of the day! Aren't such people themselves not feeling ashamed of exploitation of the dubious current system that catapults anyone,yes anyone,to lord over the best and the rest? This is more a drama than actual implimentation of things.AAP members are acting like hooligans in hospitals/schools and creating hindrances in the work culture rather than doing actual supervision.

Several such incidents have happened where govt servants have stopped work due to hindrances being created by these hooligans.

Most of us in India are only talkers counselors or commentators. Here is one man, Arvind Kejriwal, who has the guts, drive,will and courage to take on the entire political system, at one go, and has been able to show to the entire nation that it is possible. I fail to understand as to why everyone has got after his blood with imaginary ghosts. Give him some time, say at least a year before writing his report card. I am amazed at some of the reporters saying that " its been 7 days and people are not getting the promised water". How absurd is this statement.
When we see some light of hope, truthfulness, propriety, lets all, for Gods sake, join in and give him a boost, encouragement and full support. I request all well meaning , educated Indians to join in this movement. He is targeting 1 crore members, lets give him 10 crore members, by 26 January. At least I am working towards and giving it my best shot.When else will we stand up for the country, that we have ruined in just 64 years.Why else are our people uneducated, poor, undernourished, without shelter, potable water, basic civic amenities and the state that they are in.You and I are all totally responsible and party to this mismanagement.

The enigma of corruption in india can best be tackled by aiming at educational institutions right frm pvt run schools,( a gud prog on same on cnnibn right now,panelists frm corporate n NGOs.They say most of pvt school run by pol aspirants,village landlord types n dealers to launder money),teachers lacking in adaptation skills themselves.
Most of the urban kids,close to 65% n 35% rural kids attending pvt schools as per a panelist on the prog.
Maybe timefor CSR for pvt schools beyond ews quota.
Even pvr has an active CSR prog which helps the poor kids around their multi plex to study.I knw this for sure as a friend of my daughter is a full time employee in the cell.

A village officer who is a custodian of land records and who used to be paid around 15 Rs a month, ( during the Br. Raj )   and this post is normally held in the family used to be allowed to take BAKSHIS for his prompt help of giving the info, copies of document and even advice regarding the transaction and so on. This was acceptable to all.  I have personal experience of this in my village. But after we got our own people ( As against the British )ruling us  as expected  all  record keepers were given permanent jobs with PF and parity in pay, perks and allowances , but continued to demand BAKSHIS  depending upon the value of the real estate ! I am told that the Sub Registrars  demand a percentage of the real estate deal . If a deal is around 10 crores as per official record ( the actual deal including Black money could be any where near almost 20 crores!! ) the bribe money could be anywhere near 10 Lakhs  all in currency notes in high denomination. So all these bribe takers are loaded with black money , become rather rich  and their bulk of the income kept in black or as is happening today goes back to our Govt, via TASMAC !!!

One very well informed friend of mine told me that all these vigilance guys as well the police assisting them to trap  bribe takers also become rich as they , after some time negotiate with the accused for dropping cases !!!  So the issue is very complex.  Needs very careful examination for changing. AAP cannot overnight claim to eliminate this kind of activities without the help of CENTRAL GOVT. The menace of black money is the main cause for INFLATION and CORRUPTION.  If an official is loaded with lots of black ,money he would not hesitate to pay even  double or treble the prevailing rate for any essential commodity, and  if a vendor gets such a price even from one man he  will try and push up the price .

There is no point in asking people to call the help line and plan a sting operation. Sting operation will have to go through legal process . The first day AAP got 4000 calls . All those who sell goods even on push carts should be trained handle checks and cards. If we can give a machine to the bus conductors why not to these vendors.  With Adhar cards getting popular cash handling should be brought down to minimum .

Salute to Mr. Sheshadri for pointing out irregularities in the rotten and corrupt system and taking pains at this age for suggesting so many things. Myself being short of experience in terms of years would just say that since all the governments have been making experiments at the cost of people's money, just to impress and please some sections of the society, let Kejriwal also try some good initiatives. Till now none of his actions have suggested that he is trying to make money or trying to fool people. Since, he is new to politics and political power, he will take some time to settle down and make the bureaucrats work. Since this is the first time in last 30-40 years that someone is talking about eradicating corruption and not talking of caste politics, reservation etc. we should allow him some time.

Cheap magic and petty gimmick are played by all political parties to convince their voters. No concentration upon better governance and dedication to improve system. another gimmick that is Janta Darbar went in chaos today. If this much public are waiting and  wants to solve their grievance that means total failure of government machinery. How can Minsters and CM solve all this complaints personally ? that is impossible . still knowing this fact they wants to meet hundreds of people and accept complaints directly. I know how the ministers handles complaints received in this kind of darbars, simply put a sign and handover to his P.A. no one knows whether it will reach dustbin or to the table of concerned officers. even if reached to the concerned table no action will be taken as no body can track the movement of such complaints. If the complaints requires proper attention , then it should be recorded in the particular register and   all movements has to be recorded, there after periodical monitoring and action for not disposing such complaints are to be taken. If any body thinks that this kind of process can be adopted in this janta darbar with the present machinery they living in fools paradise. If that is not possible then the Janta Darbar is mere farce and these ministers should be punished for cheating the general public . there is no short cut to good governance , AAP should learn what is left and right , there is no middle path to it .. if you are saying that you can solve problems by not adopting left or right you are just another nuisance to the Indian political set up .

                                  Aam aadmi party’s helpline to help whom ?

Aam aadmi party’s move  to open anti corruption helpline and its  claim that 4000 calls in 7  hours have been received  , may not help in curbing corruption effectively but will certainly help aam aadmi party in getting media glare, which it seems to want desperately.

This AAP’s helpline is nothing new , as vigilance departments are functioning in all government departments and public sector undertakings  already and they  are meant  to receive complaints of corruption, investigate them and take action if the complaints are justified.  People are entitled to send complaints to the vigilance department already and  several NGOs already publicise the corruption dealings in newspapers and journals and in social media.  What is it that AAP’s helpline will achieve more than these existing arrangement ?

AAP receiving 4000 calls in seven hours  is not a big achievement but solving the corruption issues received through these calls will be an achievement. These 4000 calls may become 40000 calls in one week and 4 lakh calls in one month. Is AAP government capable of handling these calls and catching the corrupt people in reasonable time ? The fact is that there are already many corruption allegations with the vigilance departments remaining unsolved. Why not AAP government look into these first ?

When complaints are received in AAP’s helpline, it has to investigate only through the existing vigilance departments.  What is needed is to strengthen these vigilance departments and make them more active and honest which can be done by  efficient and honest ministers over a period of time.

By  making tall claims about AAP’s helpline, the inexperienced leaders of AAP are giving an impression as if they are going to solve the corruption issue over night.  This would not only be a misleading claim but would  cause huge disappointment amongst people who take AAP’s claim at face value.
