This is a complex issue, and it would be better not to trivialise it. For your benefit I am summarising it in simple language using extreme examples. Even then most people do not get it for many days.

1) Obviously none of us are so naive as to think that overnight India will become a safe place for votes to be cast openly.

2) Luckily for us TECHNOLOGY (cryptographic hashes) will allow this to happen. Every elector can be assigned a PUBLIC key (say a 48 bit A/N string valid for a fixed time (say 3 months)  and he can generate his own PRIVATE key for an votiong proposal using this. By this means every voter can vote anonymously (using his private key for that proposal). By this means the private key for a proposal becomes a valuable tradable commodity for that election, especially if these keys are publicly traded on specialised exchanges. By this means we can eliminate Parliament itself, since voting on Bills and rules can be directly done by the electors whose votes are "traded" (ie. bought and sold) to the extent that even STT is collected.

Safeguards will have to be built in to ensure that proposals cannot be voted in with too few votes, or that Corporates cannot buy voters cheaply to vote themselves huge profits.

To give an example of how it works.

Voter A is passionately convinced in favour of a proposal, say independence for J&K moved by a Mr Geelani. He can transfer his vote to Mr. Geelani Free of Cost FOR THIS PROPOSAL ONLY. If Mr. Geelani gets 10% free (or paid) votes the proposal moves forward. Mr. Geelani will start collecting as many free votes as he can, after that he will have to start buying votes. His opponents, ie. those who want J*K to stay in India will be doing the same at the same time. By these means the voters become important and corporates and foreigners can start doing openly what they are now doing in secret. In other words we want to cut out the middleman (netas) and bring the money directly to the people (who are being shafted in any case). The cost/price/value of a citizen's vote will be public, transparent and quoted in real time.

"State will see nothing happens..." What kind of State you are looking at – how can there be a sudden change from a corrupt one to a real good one that will protect. Except for a few ones left (even they are being pressurised) – the whole system is rotten.
An ordinary citizen is not protected  at all.
 
Let's come up with a better solution.

Yesterday IAC conducted a "poll".
Immediately there was a flurry of abuse saying that the results were impossible.

For decades the Congress and BJP have been rigging the elections using their  "black box" EVM voting machines. Then somebody "stole" one of these  machines and what was an open secret ("insecure EVMs") got confirmed.

Previous CECs like Lygdoh and Krishnamurthy were said to be part of this racket and had apparently even opened a Joint Venture to conduct this rigging business after their retirement. Other CECs and ECs were part of the Sai Baba fixing network which controlled BOTH the Congress and the BJP.

Now due to complaints of citizens the ECI has come up with a new device to buy time. The so-called "paper trail" EVMs. This is also a fraud. Don't believe it.

Let me tell you where the scam lies and why there is 1 and only 1 fix for it.

The SCAM : "Secrecy of the ballot". <-- for decades Indians have been brainwashed with this myth. Attack this and you are abused.

The SOLUTION:  Every vote cast has to be openly published with the name and address of the voter whose identity has been established. It is the responsibility of the State to see that nothing happens for casting one's vote for the opposition. To prevent terrorism and goondaism at least 80% cvotes must be cast for a result to be declared. Only when that is achieved can we say that there is true democracy in India. Until then gooda-ism will flourish.

PS: This applies equally for all votes cast in Parliament.
