Most honest term is ambiguous. Is honesty related to demanding or accepting bribes or facilitating bribing for a securing some important post; or using one's position to grant favours to kith or kin, or facilitate bribing for buying votes to win elections; or grant financial or other favours for sexual pleasures. Then there are cases where bribing is forced to save ones position or job.
I am not sure whether voters had reasonable knowledge of the listed individuals.
