There is no hard and fast rule with negative votes.
The existing law is silent on whether a vote is a positive vote or a
negative vote.
In fact the Election Commission itself has recorded that there is a considerable
number of people writing in asking for Negative Voting.As Sharmaji has said
the HRA had put in a great many of these when the matter last came up in
2003-04.
What I suspect will happen with negative voting is that a) it will change
the voting dynamics in new and unexpected ways. b) It will cause incumbents
to be on their toes since the first target of a negative vote will be them c) it
will trigger increasingly focused, negative and bitter campaigns like in the USA
where there are only 2 or 3 effective candidates on the ballot.
India invented the Zero, Now its time to show the world the power of -1.
