1) It does not need a Constitutional Amendment to bring about negative voting. It only needs a change in the Rules made under the Representation of the People Act 1951

2)  The None of the Above ("NOTA") option does not exist either. It is a HOAX. The Election Commission clarified it in 2008.

3) What is spoken about as NOTA is a Rule 49-O for an EXCEPTIONAL situation whereby the voter changes his mind on seeing the ballot. There is no provision that if 50% of the voters refuse to record their vote the election is cancelled.. NOTA is not being implemented because it does not exist.

4) NOTA will not work because it is a MATHEMATICAL FRAUD. In fact it is a bigger fraud than elections to keep the big parties in power.

5) There has been a systematic disinformation campaign by the 2 big parties to promote NOTA. It appeals to those same people who circulate HOAX emails saying that as per the Chinese Calendar this month has 5 Fridays 5 Saturdays and 5 Sundays which only happens once in 783 years so you should buy a lottery ticket today.

6) I repeat NOTA is a mathematical fraud in the first place, and in the second place the chance of 50% voters rejecting all candidates is very unlikely to happen.

7) This problem has been studied by HRA (Hindustan Republican Association) for decades. HRA, as is well know, was the first to ask for Right to Recall. In fact it forms part of the HRA's manifestos since 1924.

HRA researched that Negative Vote is the only way to balance the wishes of individuals and make their vote count.

Negative Voting is under the consideration of the Election Commission since time of CEC Mr. Krishnamurthi. However, the disinformation campaign seems to have stalled it. IAC shall have to revive this agitation and bring sanity into our polity.

Therefore, should we not be focussing on the "none of the above" option which is stated to be available but not being implemented. Because, if 50 per cent of the voters say "none of the above" then all the candidates get disqualified - punishment enough. Can someone give more clarity on this please? Is it really available? And if so, why is it not being implemented?
