I am quite surprised by your statement that he is not in IOCL retirees list. Babubhai has always represented that he is from IOCL all the way from P&G Ministry to PMO to Cabsec to Rashtrapathi Bhawan to Supreme Court. The gentleman seems to be slipperier than Charles Sobhraj in getting big shots to swallow his stories.
2) I think we should take up OMC issues one by one. We have 50% of all IOCL Retired Officers on this list to help us, and 25% of BPCL's.
3) I always believe in starting off with the small things. For instance the weekly high stakes card sessions a PNG Minister used to hold with the heads of the OMCs (some of whom didn't even know ABC of playing cards). or the 2 wives and 3 mistresses of a former OMC chief and how he used all his official frequent flier miles on different airlines to shuttle them all over the countryside with him (in the name of his wife).

There were and are lot of wrong policies initiated and implemented by both UPA and NDA Govts. on Exploration, Drilling, Production, Refining, Transporting and Marketing Petroleum Products. viz.,
1. Pricing of Petroleum Products viz., Petrol, Diesel, Kerosene and LPG.
2. Constructing Oil Refineries in the Country.
3. Exploration of Crude Oil in the Country.
4. Appointment of Petrol/Diesel Dealers and LPG Distributors (Appointing Politicians, their close kith and kin and their Binamies through Discretionary Quota through a so called Oil Selection Board (OSB) or Dealer Selection Board.(DSB) These Selection Boards are headed by the retired Judges who are very loyal to the Ruling Party with clear instructions to select only Candidates of close kith and kin of Politicians, Central and State Ministers and Bureaucrats (CVC, ED, CBI, IAS etc., etc) The so called selection processes are all farce.
5. During NDA Regime, SC struck down 100s of appointment of Petrol/Diesel Dealers and LPG Distributors due to open glaring favouritism observed in the selection by the Oil Selection Board at the instance of the NDA Regime.
6. UPA I & II are no exception. Similar favouritism in the selection and appointment of Dealers and Distributors are going on. It is not coming to light, since nobody is taking up these cases as questioned by various people between 2000 and 2004. If you look into the credentials of the Dealers and Distributors appointed most of them would be the kith and kin of the Ministers, MPs, MLAs, Political Parties' Presidents, Secretaries, CBI, ED, IAS, IPS, RTOs Commissioner of IT, Central Excise, Custom etc., etc. Those who are not connected with the above, cannot even dream of becoming a Dealer or Distributor.
7. While running the Dealership or Distributorship, they would indulge in all malpractices viz., Adulteration of Petrol and Diesel, short delivery at Nozzle end, Diversion of highly subsidized Domestic Cylinders, overcharging the customers by way of documentation, attending to leak, replacement of leaky cylinders/Pressure Regulators, under weight cylinders, demanding high tips ranging from Rs.15 to 20/- (Delivery charge of Rs.8/ per cylinder is built in, in the RSP fixed by Govt/OMCs. This delivery charge is meant for the Delivery Men to deliver the cylinder at the Customers' premises. But the Distributor will not pass on this to the Delivery Men. They pocket it and pay peanut to the Delivery Men who toil whether it is shining or raining. They pay the Del. Men the Minimum Wage of Rs.1300/- per month fixed in the Labour Act. So the Del. Men demand extra money (tips) from the customers. Not satisfied with the tips collected from the customers, each and every Del. Men divert 1-2 cylinders to Eateries big and small, Caterers, welding and cutting shops for a premium of Rs.250 to 300/- per cyl. daily. Recently, the Govt. increased the Commission to the Distributors by Rs.15/ per cyl which was immediately passed on to the customers.. The total Commission to the Distributors now is Rs.43/ - per cylinder plus Rs.8/- Del. Charge which is also pocketed by the Distributors.
Similarly, in the Petrol/Diesel Pumps (called as "Retail Outlets") also, short filling and adulteration are taking place. Here also, the Pump Boys are very poorly paid and hence, they indulge in all kinds of malpractices in connivance with he Dealers.
WHO IS GOING TO BELL THE CAT IN ARRESTING ALL THESE MALPRACTICES?
Why I narrate all these, is to highlight the wrong policies adopted by the Govts. which ultimately generate corruption in this sector. The gullible customers are taken for granted /ride for all the wrong policies and decisions of the Govt.
THE IAC SHOULD LOOK INTO ALL THESE ASPECTS ALSO, IF IT IS REALLY CONCERNED ABOUT ROOTING OUT CORRUPTION IN THE COUNTRY.
