I have had several responses to my short comment this morning. I'm afraid I can't keep up with lists like these though I am sure I lose a lot from not being able to. 

However in response for those who are interested in practical ways forward with reform I am attaching a note we did on how one can in fact insulate the police from politicians even while ensuring that 'independence' is not misused and there is strong oversight of the police. 

 'Operational autonomy'  as it is referred to retains the control of the political executive of the police while at the same time making it clear that there can by law be no interference with the management, day to day ops and investigations of the police. 

This formula in no way takes away from the power of the executive over the police; this is necessary in a democracy; at the same time it conditions and tempers that power and lays down rules for its exercise. The issue before government is not that they are perplexed about how to go about separating the police from outside interference ( wherever it comes from)  but rather they are agreed they dont want to go about ensuring it. 

The issue before civil society is how do we build public opinion and subsequent political will to make change happen?

Kerala - if you look at their progress after the Prakash Singh judgement - has gone some way toward this model of policing but is by no means there; but still waters there have stirred.
