Some add-ons

1) The police are only obliged to record the information pertaining to COGNISABLE offenses.
(If the information as provided to them by the informant does not DISCLOSE the COMMISSION of a CONISABLE offence, they are not obliged to record it)

2) Every cognisable offence has certain :"ingredients" as specified in the concerned section of the IPC or other special law. The information must cover ALL these ingredients.

3) Make sure you obtain a CERTIFIED COPY of the Telegram as proof.

4) Actually doing the Telegram route will prejudice you in the eyes of the police as a "professional troublemaker", but that is another story. I would not recommend telegrams. Usually FIRs emerge when matters reach the DCP/SSP level.

One urgent thing to do is go to the post office to send a telegram of your complaint (short, basic info) to the police station. The telegram remains record that you informed them. Then, their delay in filing FIR becomes more difficult to explain - particularly if you go to higher authorities - because higher up the chain too, they will often be reluctant to admit that FIR was refused - they will try and pretend that you didn't ask for an FIR. The telegram will help speed up your case.

FIR means First Information Report. It is a document issued under section 154 of the Code of Criminal Procedure.

FIR is only given when the information given by the INFORMANT (your father) is given to "officer in charge of police station" (ie.SHO) disclosing commission of a COGNISABLE OFFENCE

Now :"loss" of motorcycle is not a cognisable offence but THEFT of motorcycle is.

The Information can be given in wrting or it can be reduced to writing if given orally. It is better to take the help of some local advocate to draft the letter to police station. Go to the Sector 12 FBD courts.

Meet the SHO. They must be wanting a bribe. After that meet the Ilaqa DCP/SSP - there is usually a big notice board outsode the reporting room in the thana with this information. the DCP/SSP office usually has a Public Grievance Cell.

So let me repeat

1) Get some knowledgeable person like an advocate to draft your letter to SHO.

2) Meet the SHO with this letter, requesting for FIR. In any case get a Rubber Stamp and D/D number from the Thana (ask the Reader to SHO) on copy of your letter.

3) Usually FIR is given in case like this for rs.1,000. Decide if you want to pay it.

4) If not go to DCP/SSP office with copies of your duly receipted letter to SHO. Ask for the PG Cell.
