I am constrained to inform you that I have not received any acknowledgment from your office to my Grievance Petition of 7.March.2011 appended inline below concerning the National Advisory Council ("NAC"). When I spoke to your office (and also office of Secretary PMO) I was advised that the NAC is a separate body from the PMO and is not a part of the PMO (albeit serviced administratively by PMO), and Mr Ashish Gupta also advised me that my grievance has been forwarded to the NAC for action.
I am therefore caused to complain to you that the NAC (banner on NAC website http://nac.nic.in ) misleadingly represents that it is a Government of India body as part of / under the PMO.
I therefore request you to kindly direct the Secretary NAC to remove the offending banner from their website immediately.

I refer to my email dt. 24.Feb.2011 appended inline below addressed to Shri Ashish Gupta /Director & Transparency Officer-PMO concerning the failure of PMO to publish under section 4 of RTI Act 2005 whether or not meetings of the NAC.are open to the public along with the underlying basis
I am constrained to inform you that I have not heard anything from Shri Gupta in the matter.
As a result I was actively prevented from attending the meeting of NAC on 26.Feb.2011 as a public observer. Iti s pertinent that the Transparency Officer is required to be the #2 or #3 in teh department, hence this email to yourself.
It is also pertinent that Smt Rita Sharma/Secy-NAC likewise did not inform me about the legal status of the NAC and its meetings to enable me to attend.
I am thus aggrieved that all my public grievance communications to the PMO and the NAC are never acknowledged in terms of the DARPG's DO/G/13013/1/2006-PG of 2006, a PDF copy of which I attach for your ready reference.
I would therefore appreciate a formal acknowledgment from your office that this grievance petition has been received.

I am concerned that the proactive / mandatory RTI disclosure of the PMO as specified in s/section 4(1)(b) of the RTI Act is incomplete, insofar as the following information is concerned.
1) Legal status of the National Advisory Council (NAC), in terms of s/s 4(1)(b)(viii) which reads as follows:-
I would therefore be obliged to be provided the complete information for disclosure compliance with this clause insofar as the NAC is concerned. If possible the underlying material which actually constitute the information may be published on PMO website or provided to me so that there is no misunderstanding concerning the source of powers under which the status is determined.
I require this information urgently, as the next meeting of NAC is on 26.Feb.2011 and I wish to attend if is open to the public.
