The best way to file a 2nd appeal to CIC for our out-of-delhi friends is to deposit it with the Head PostMaster of the nearest Head Post Office (they are notified CAPIOs for all central Govt PAs). This is done free of cost (no need to pay Speedpost charges), you get an acknowledgment on the spot, and a receipt reaches you within 5 or 6 days after that. You only have to deposit 1 copy of the 2nd appeal - and there is no need for you to serve the opposite side. If the CIC informs you later that more copies are "requested" - ask them to F/O

I didn't even expect that sending a CIC Appeal would be quite labourious. I was told that CIC works far better than SIC, but I am afraid that it's not the case, based on my experience. Even when I tried to send CIC Appeal via www.cic.gov.in, it didn't accept the data, with Error messages displayed.
I wonder how the great RTI Activists used to send CIC Appeals till now since 5 years. Didn't anyone, even one of them, face difficulty in sending the same? If so, they could have enlightened the others in the Group or better contacted those guys in Delhi, who are put up nearby CIC, to fix the basic issues.

Both addresses are correct. At Old JNU Campus premisess, three commissioners have their office(s) while all other commissioners including Chief Information Commissioner sit at Bhikaji Cama Place address. Appeals / Complaints addressed to the Commission can be sent to Bhikaji Cama Place address where they have a central registry. There, they sort out the Appeals / Complaints commissioner-wise which are then passed on to the concerned commissioner

First address of August Kranti Bhawan is correct. On the second address, earlier Chief Information Commissioner used to sit but now a few central information commissioners like Mr. Shailesh Gandhi work from Old JNU Campus building.
