The  best way to beat this trick of DoPT is to file the RTI with a CAPIO of Postal Dept and wait 39 (30 + 5 + 4 )  days. The +4 is for reply of PIO to reach you.

However, I would prefer that you access the 17 manuals of the respective PA U/s 4(1)(b) especially Manual No. 3 to 6 which should contain all these details.

Bimal Khemani of Aligarh has the copy of the original DARPG on officers to maintain Movement Register. You can also get a similar one from the local police stations, in your area, where the inspectors maintain such register very very meticulously.

I am talking about the procedure that all the letters/ communications should be diarised on the same day and they should  be sent to concerned officer on the same or next day.  Also, all the offices have to maintain a Movement Register.
 
I requested for details about this decision as many times, PIOs take stand that he had been handed over the RTI application after 10-20 days of its delivery to the office and cite this to justify delay in reply.
