Hello Sarbajit, I appreciate your gesture in forwarding this RTI Digest. It clearly shows, how the IT Deptt. still relies on old CIC Decisions i.e. pre 2007 ones to deny information. It is a complete compilation of decision where disclosures of information have not been allowed. Of course,  a few solitary (but meek) decisions in the favor of disclosure, have been included, but the author has willfully concealed strong decisions of the same period where the public authority has been reprimanded by the CIC for denial of information. Pity, the author has still not updated the Digest, as many of the decisions have either been overturned by various High Courts or by sussequent CIC Decisions.
