In fact I was standing at the very spot where the blast took place at about 9:45 AM. The blame for this incident lies squarely at the door of the Chief Justice of Delhi High Court. I had filed RTIs recently to the Court highlighting the problems litigants like me faced to enter the court and make passes strongly emphasising the "threat to life and limb" of litigants by the encroachment on the pavements by the advocates and court . Recent security measures introduced by the Registrar/DHC like insisting on photo-ID and making applicants for gate passes sign in their presence have increased the queques. Only 3 functioning counters to issue passes, senior advocates parking their BMWs on the footpath where the passes are issued. In the SC the pass section is inside the controlled area and they have about 15 functioning counters. And so on. Sarbajit
