Dear Mr Shashi Kumar, while respecting your opinion of the Judiciary, I would like to state that when  a few particular individuals without being very direct use the term "judiciary"  , without directly addressing each and every member of the judiciary.   No body means disrespect or distrust on all the members of judiciary.   A few members of the judiciary who are honest to core both in their morals, their pronouncements and their attitudes & attributes are even today available on the bench & the bar.   Unfortunately, some of the writers may not be in a position to explicitly name only such people who are not according to them upto these attributes or whose scruples are being questioned or clouded by facts and figures as well as law.   Since the "law presumes that an accused person is not guilty unless and until he/she is proved beyond reaonsable doubts", the writers do respect this doctrine and address indirectly  people as judiciary.  It is requested that    member of the judiciary  should not mistake that the writers address every member of judiciary.  The commentaries made by most of the writers perhaps reasonably and indirectly & possibly  to such of the persons who do not consider themselves to be  above board.   Every one have great respect for the judiciary as a whole.  But all of us being humans there may be certain elements even in  best society who do not think that their whole and sole job is to dispense justice, and justice according to letter of the Law.  Interpretations of the letter of law should preferably be not permit further interpretations.  Our humble request would be that the judiciary make the accurate  interpretation only where the statute is vague and impose the Law  wherever it is clear. Mr. Sihma you are an rti expert and you are suggesting to qurery the judiciary , I think you have forgotten in rti act you cant ask any questions , you can take order sheet and other papers but there is no provisions to speed up the case using rti , you can obtain only information , there is will be lot of complaints to be heard by the commission , hence they may adjourn the case , if  both the parties are present in all hearings , the case will be decided on merits ,  I think you dont know there are thousands of cases pending in civil courts more than 20 years , I think mr. Abhinav is not having pateince for his case , The peoples in this forum without knowing the procedures of court shuld not suggest any redmideis and make coments on judiciary , Indian judiciary is best in the world , It is my opinion 
It is duty of the petitioner to see that notice must be served to builder  as per Civil procedure code ,

Those who are connected to juducial system in India.
For one of the case against the builder in Karnataka State Consumer commission. I got to know that builder is not coming to the court. Still there is no Ex parte decision
