Working for 14 long yrs in various Anti-Corruption and Vigilance Organisations/Outfits,over a four decade long public career,and being substsntially well acquainted with national/global position in working out holistic anti-corruption strategy,I can assure dear friuends including the esteemed fellow members of this Forum that seemingly the current Fast manifets"walk the talk" notion.People can see through clap-trap/stage-managed shows and not for long an exercise(if itsy-bitsy) could continue,in public domain.
For two decades working with various ideologues we had been endeavouring to have a concept like DUTY TO INFORM ACT ,without really putting the idea in so many words and without even being aware of initiatives springing all over independently,in this regard,and this was much before the RTI Statuate,in any State had been conceptualised.What Anna Hazare has now done is at this moment is to seize the opportunity(when the country witnessed worst form of corruption,in brazwn manner) and galvanise public mood/sentiment against corruption by taking a strong unwielding position on appropriateness of the Statuate of LOK PAL Bill.So, without ego every one who has been associated with good/great governance(read:corruption-free governance,in large measure)
could whole heartedly support the idea,in larger public interest.
Any method adopted by any one could equally well be subjected to (undesirable,as opposed to constructive) criticism,for in this free country,at least there is no bar on that.But does that mean without evaluating the different dimensions of a wide variety of proposed courses of action( say through decision-makin tree or through pay-off matrix etc) one could spew venom for thats what pleases one most?
Is any law being violated?
Is any one getting injured?
Is any one feeling insulted?
Is any loss of public interest being caused?
Is any one being coerced?
There're various ways to look at any issue.
What type of dynamic/progressive thinking the GOI has shown in not accepting an idea(of a joint-committe for drafting crucial legislation) whose
time has long back arrived ? NONE to my mind. It was for convenience sake only that the TRUE MASTERS--the people of the country--through a constitutional scheme of things have considered it necessary to have legislative process done through elected representatives,but once it is seen in a specific case like trhis that all of such REPRESENTATIVES,of all hues,have conspired to become and remain corrupt, for several decades past the making of the CONSTITUTION , that the need for people's direct intervention in law-making became virtually mandatory. No need to indicate the evil design of the RULING DISPENSATIONS which kept the important legislation at bay for every conceivable fictitious/immoral reason.
The mood of the nation must now see that the matters come to logical conclusion,in the form of time-bound drafting/passing of MOST APPROPRIATE LOK PAL BILL,and subsequent steps in the form of appointment of the right people to man the Institution (unlike creation of THOMAS type fiasco) and right implementation of the schemeta in letter and spirit.
Just for the benefit of the matters let me take liberty in attaching a monogram on "PREVENTION OF CORRUPTION IN POLITICAL LEVELS" that was widely circulated long long back to media and my colleagues and had even been presented in a Transparency Internation Seminar. Need for most expeditious action on setting up of LOK PAL institution had been high lighted very well. Had the media taken proper note of it rather than kust provide a casual approach,at best,quite likely several scams/scandals would never have happened.
I'll be grateful to the esteemed colleagues to comment freely on this piece,which of couse needs suitable revision,with newer inputs,specially w r t ratification of UN Convention on ANTI-CORRUPTION ,already signed by us good six years back.
