Dear Shri Navnith
In RTI the answer, if any, received is not as important
as the information being properly requested for.
I would like to correct you when you say that I have not
proceeded directly under RTI. I have.
In RTI there are 2 ways to access information
a) When the public authority is mandated to maintain its
records so as to disclose it proactively in the larger
public interest. This is the preferred mode so that the
citizens have least recourse to formally apply for
information and convert it into an adverserial process.
b) When the citizens request formally for information
in absence/inadequacy of proactive disclosure. This
is a dead-end process because requests for information
about controversial matters reach the High Court and
a stay order results.
In any case, not to worry, the email I put in at 8:30
PM yesterday was "answered" within 24 hours. Ir is
no coincidence that IAC's present senior Team
consists of India's leading RTI veterans.
