'Chemical Castration' is an 'end of the pipeline approach', a solution delivered AFTER the crime. 


Instead, creative  'Ecological Castration' could be a wiser approach, to
avoid such crimes in society, because the root cause of violent rape viz man made chemical toxicity is Eco technologically  addressed. 

A study to examine the co-relation of violent rape in New Delhi with the increasing use of CNG / LPG fuel to run vehicles could surprise all. 
 

" The six main 'vices' of man – kaama (lust), krodha (anger), lobha (greed), mada (arrogance) moha (delusion), and matsara (jealousy) – which in turn lead to himsa (violence) are due to the consumption of food, water, and air polluted with nitrates."  ( Dr. Uday S. He suggested that unhealthy behaviour in human society is an outcome of toxic pollution in the air, water and soil.


The fuels used for vehicles in New Delhi can be Eco technologically cleansed to avoid such unhealthy behaviour. 

IF the problems of  air and water quality created by man made chemical toxicity and how they impact human behaviour are better understood, then Eco technological solutions beyond imagination can deliver society from unhealthy human behaviour in New Delhi ( and other urban cities in INDIA )

Case for chemical castration?

New Delhi: Castration as an alternate punishment for rape accused has been a topic of debate for long with some courts advocating it. While the idea has found resonance in some recent judgments of trial courts, it had found a supporter in former judge of the Supreme Court, Justice V R Krishna Iyer, way back in 1979. In one of his judgements dealing with a different question over three decades ago, he had stated: "An anti-aphrodisiac treatment or willing castration is a better recipe for this hyper-sexed human than outright death."

    Castration could be chemical or surgical. The latter involves removal of reproductive organs whereas the former involves administration of a drug to reduce a person's libido.

    Castration as a form of punishment is, indeed, a reality in quite a few countries that view it either as an easier alternative to harsher punishments like life imprisonment or death penalty. Many countries like the US, UK, Germany and Israel have experimented with surgical and chemical castration of rapists and molesters, particularly serial offenders and pedophiles. Some American states that have tried out chemical castration as punishment include California, Florida, Georgia, Iowa, Louisiana, Montana, Oregon, Texas and Wisconsin. Last year, a 78-year-old prisoner in Louisiana was surgically castrated as part of a plea deal in a child molestation case.

    When a Delhi district court recently suggested chemical castration of serial rapists and child abusers as an alternative to a jail term, the idea was met with guarded reactions from women's rights activists. Additional sessions judge Kamini Lau had said, "The Indian legislatures are yet to... address the issue (of rape) with all seriousness by exploring the possibility of permitting imposition of alternative sentences of surgical or chemical castration, particularly in cases involving rape of minors, serial offenders and child molesters or as a condition for probation, or as an alternative sentence in case of plea bargaining."

Castration is too good for them.

In British times they used to be sent to Kaala Paani where the other prisoners knew how to take care of such sex criminals (lowest grade of prisoner) and paid them back in the same coin.
Which is why IPC is also weak on crimes like this.

So we have a disjunct in the law, weak IPC and no Kaala Paani, which is why crime escalates.

The French had evolved a simple and parallel solution to such problems. The Foreign Legion. It should be made mandatory that such criminals are drafted into a special force to be used exclusively in Siachen or Dantewada etc.

1.  Mandatory castration for rapists, and

2.  Immediate forefeiture of all properties-assets, salaries, PF, etc. and pay the victim the entire amount realised, and

3.  Jail of at least 20 years OR till age 60, whichever is more.
