In the recent past, we had come across so many cases of raping incidents. The moments, it is reported, there have been hue and cry especially from Women Forums and this time, Hon. MPs have raised their voice. There are so many reasons what led to recurring occurances of raping. I can list out very many reasons why there are so many cases of raping. So many know why it is happening. But everybody is a standing spectator. It is high time, the root causes of raping are identified and suitable action is taken to eradicate this recurring menace to the Society especially the Women.

I fail to see what is wrong with the Bill which seeks to make non-penetrative sex in certain EXCEPTIONAL circumstances NOT a criminal offence. It is a very progressive legislation and must be understood in its historical context of the Indian Penal Code - where even premeditated murder by an 11 year old is not an offence.

It is also pertinent to mention that in 2011 the Govt (Law Ministry) wanted to retain 16 years as the age for consensual sex. It was some liberals in the National Commission for Protection of Child Rights group that drafted the alternate Bill to decriminalise sexual exploration by two children. and do the gradation of age down to 12 years.
