Congratulation to the applicant and the IC.  The IAS/babus are the basis of all coruuption. They should be fined double than junior babu, beside starting the departmental/disciplinar action for not obeying the law.  beniwal

penalty in no circumstance should exceed than that of prescribed
limit.This is the founding principle of penal jurisprudence and i
donot think any authority can overrule. However there are instances
where the defaulting PIO have been ordered to pay comp amount to the
applicant basing on expenses incurred. So here nothing is to be happy
or sad by exceeding ones authority and the info comission donot enjoy
any such discretionary power as enjoyed by writ courts.
