The conclusion is that police does not like to take action against ruling politicians, in this case. Hawkers have to pay an agent for running business at the public place, where the agent cum antisocial elements have joint venture with police and department and politicians. There would be some public spirited activists like Aftab Siddique, we submit a salute to her.
