This was first heard in Gujarat, 2006, when the State SIC ordered a token penalty of Rs.1,000/- to the clerk for keeping the RTI Application pending in his drawer. Now this is the turn in New Delhi where IC SC has penalized not only the CPIO, but the UDC as well. As usual, the clerk tried to blame the CPIO by saying "that being a UDC, he was not required to prepare a reply in response to a RTI application but that it was the PIO's responsibility to prepare the reply."
However, the commission saw through their bluff and penalized both the CPIO and UDC for 44 days each. Check link
