I hardly get opportunaty to appreciate you but due to you below stated stand, I not only appreciate your stand but also congratulate u for this. 
 
Keep it up without any compromise. I am also fighting for the free flow of suo motu infn u.s. 4 of the RTI Act and implementation of this provision by different public authorities.  Even after circular from the CIC, many offices have not appointing the Transprancy Officer and this task in not in their active agenda.
 
Shall be grateful if you can share the grounds on which the govt. has challenged the order of CIC to apptt. Transprancy Officers in the Supreme Court.  U may give reference about this and I shall search that myself.

Dear Mr Jitendra

You have raised an important issue concerning mandatory publication of information u/s 4 of RTI ACT.  Due to all round failure of public authorities to comply with this essential requirement of RTI ACT the CIC in my case (amongst others) on 15.11.2010 has directed all Central Ministries to appoint a senior Transparency Officer in every public authority for effective implementation of section 4 of RTI ACT.. This directive is on CIC's website. The Govt has challenged this in the Supreme Court, I am a party but papers have not been served on me as yet despite 2 notices from the Court, the next date is 14.03.2011.

I shall certainly fight for the right of citizens to obtain "section 4 information" free of cost by EMAIL or over the Internetr without having to physically visit / meet the department /officers.

 Hope some day in some case the Supreme court gives this judgement also, that since RTI allows any document that is a public document which should otherwise be publish on respective government website and any citizen that demand information of such document under his right to information, when demanding such information, it should .not be necessary for citizen to reveal his personal identity. Personal identity of applicant may otherwise be used or leaked by those in authority to victimise the applicant, and all such information the applicant should have right to receive even by email without his personal appearance or giving his postal address.
