Unlike Sarbajit, I shall try not to sound harsh, Mr Murli Mohan, It took me a while to go through most of the documents you had attached. However, it is a bit difficult to understand you situation. There are just too many questions to ask you. Your original RTI Application(Addressed to Chairman) is dated 29th July. 2008, while the reply from the advocate is dated 6th Sept. I assume that they received the application by 31 July. If yes, the response from the CPIO is late, so did you approach the CIC for penalty? Besides the RTI Act does not allow an advocate to reply to your RTI Applications. Much to the discomfort to the PA, you had several things to your advantage, the reply stating "That therefore it is decided by the Bank not to entertain any further correspondence from you and continue to respond to the same." for instance. Like Sarbajit had pointed out, it appears that they have terminated your services owing to your disability. In case you do fall under this category i.e. "Hearing impaired" the you have full right to approach the Commissioner of Disabilities, under Persons With Disabilities Act 1995. Why have you done this? Besides, has the SBI appointed a liaison officer for disabled? I also fail to understand your reason to approach the Human Rights Commission? You could also have approached various disabled persons rights group instead. There is no shortage of such NGOs in our country. When there were several other avenues, approaching the SC in form of PIL at an early stage, is a grave mistake. The options available now are 1. Submit the requested documents by your office(if it is indeed as per the law) 2. Try approaching a disabled rights forum at the earliest. 3. File fresh RTI Applications, making sure that they are properly drafted. 4. Lodge a complain with the Disability Commission.
