It is quite well known that during Punjab Insurgency, the ISI forced the smugglers to carry some arms, if they wanted to carry other goods. Once the deed was done, it was documented and the smugglers became a conduit for arms getting into India.
It is not that the Politicians want these attacks...it is just that their administrative & execution machinery has become riddled with people who have become compromised due to their corrupt acts in other fields. These people become soft-targets for terrorists and their support structures like the ISI and often are forced to do one small job or the other, thus they are slowly assimilated into the support infrastructure of terrorism.
These issues can be tackled only if the state deals with corruption, which of course it cannot because the rot tends to travel top down.
