Industries may be located in various states but corporate offices are mostly located in Mumbai (Maharashtra) or Delhi. Any financial transactions like FDI must necessarily be at the corporate levels. For instance Reliance factories are in Gujarat and corporate office is in Mumbai. Hence the difference you have pointed.
Facts will only be known once FDI related to various industries or corporations are revealed.

I beg to differ from the comments of Maj. Gen. AP Singh. What ever be the concoction RBI manufactures may not necessarily be 100% true. Even if its true the scenario today is : Who is going to lead India tomorrow ? Modi with confidence of an eagle or Rahul, who gives the impression of a lost dove ?
