In Karnataka The Information commission has In several Cases ruled that Information should be Supplied by RPAD only . It arose in a case where the police pasted the replies on to the Door of the Citizen(as if a notice /summons) Even if you Get the them to give their bank account , you will face difficulties as the PIO mat fain ignorance of your Crediting that Amount . Already one such case where the further fees amounting Rs 8000/- credited to Treasury(bank) is Pending before our Information commission after Interim order to Refund , we are claiming Interest for the Lapsed Period .
