The attack is not on paucity of info but on the rationale of the whole thing,against rules of financial propriety,that bind all other public servants.Private sector people may getdifferent types of allowances in lumpsum manner for which no "utilisation certificate",or "vouchers for actuals" are reqd as its felt trhe auditing exercise would be counterproductive,and possibly cost more than save anything substantial . The concept is "CTC(cost to company)",and not financial propriety to which theentire public financial system is tuned in the country.Eversince MPs have been declared public servants,the rules of financial propriety could essentially be required to be applied to any financial package given to them,say in trhe form of "allowances"
This,therefore,is an apt issue to be taken politically/legally.
And the climate is ripe for it.The masses/Courts could be sympathetic to any query raised in this matter,specially under Art 14 of the Constitution.Whats so great about MPs to exclude them from Rules of financial propriety?How could they seek separate reasonable classification for them alone in this matter? The question of parlamentary privilege is not likely to act as roadblock.
