Dear Mr.PMK,
I am not interested in strategies that are applied but if the acts are illegal they are illegal. PIOs may be wrong but nothing can be on them which is illegal. So I wish on the board there need not be veiwpoints on the matter said but let there be what is correct or incorrect.
If any body wants to take my camments may take it or leave it.
But act be 1st appallate authority is illegal but I dont feel IAS will be a 1st appallate officer.

Dear Bhaskar
You have clearly regressed in RTI since I went away.
If you had examined closely like I taught you would
have remembered basic principles of estoppel and "double
jeopardy".
By imposing penalty of Rs.1,000 a corrupt IAS babu has
allowed PIO to escape penalty of Rs 25,000.
