Dear Bhaskar

You have clearly regressed in RTI since I went away.
If you had examined closely like I taught you would
have remembered basic principles of estoppel and "double
jeopardy".

By imposing penalty of Rs.1,000 a corrupt IAS babu has
allowed PIO to escape penalty of Rs 25,000.
