On the representation by the PIO, the penalty will be set aside as RTI Act did not give any power to FAA or any other official to impose penalty.  THis can be imposed by the Information Commissions only.  This will prove a boon in the guise of cure for the PIO.
 
The appellant should file the appeal/complaint before the Information Commission and the penalty may be much higher there. Such penalty cannot be waived off by the Department as only the appeal will lie only the the juridictional High Court.

HanJanange@yahoo groups and now humjanange@google groups to  misleed the public, i admit i was wrong and reacted too fast without due application of mind ,As per my opinion   Bikaner Dist collector has no power to penalise the PIO and this is not in accordance with the RTI act, such things are done in consumer courts and other courts as they have the powers to do so.
