The applicant is at advantageous position now,

 

the applicant must file a second appeal saying FAA is penalising very less . Onlt 1000 instead of Rs.25000.

 

Normally PIO's get relief bcoz of FAA do not recommend penalty. 

 

In this case PIO has no godfather .hence CIC or SIC as the case is , cannot deny penalty of Rs.25000
