Why are we leaving out bureaucrats and govt.functionaries? They wield the most power and get the politicians' dirty work done for them, for their own interest. In my state, Jharkhand, Deputy Commissioners pay the chief minister Rs 4-5 crores for lucrative postings in mining districts or where new projects are coming up. This is well known and accepted by the public. If it is exposed the whistle-blower would be killed. The last DC was known to be worth Rs 500 crores when he was transferred. No one raised any questions about it. Do you not know that almost every retired mining/industry secretary gets on the board of new foreign prospecting and mining companies? The perquisites include sponsorships for childrens' study and stay abroad. What about the unhindered power of revenue staff from Patwari and Tahsildar to rewrite records of rights in villages and help mafia steal ancestral lands, up to off'als at district and state level who are involved in land acquisition and conversion of forest land for infra projects, mines, urbanization? The IAS rule us. Who is the "government" that can right this state of affairs? There is a SC judgement waiving need for govt.approval for investigation of corruption by CBI of govt.officials but doubt anyone has risked their life to use it. J. Roy |
