The information was verified at 3 levels in the Congress HQ/Party Office including a call with Mr Moti Lal Vora himself.
The report does not say that Congress will be appointing CPIO etc. It says that Congress has told the reporter that applicants wishing to make pay orders for RTI can do so in name of Chief Accounts Officer cum Admin Manager - SM Moin and their request shall be accepted. Nothing should be read into the story beyond this.
The story also clearly states that Congress Party is not averse to amending the RTI Act to protect its information.

The Congress President has directed that if required the RTI Act would be amended to ensure better protection for intellectual property and trade secrets of corporate bodies like the Congress party.
It may be recalled that activist Subhash Chandra Agrawal of the Aam Aadmi Party has brought 6 national political parties in RTI scope and sought the details of their funding and mode of selection of candidates.
