Fault lies with people who continue to elect corrupt and incompetent people to power. If people remove such politicians from power, the babus may prove to be quite different. Any bureaucrat who has taken stand has been harassed  professionally, socially  and mentally with no support from the people.

Why half? No politician can be corrupt without the active support of a bureaucrat but a bureaucrat can be corrupt without any help from the politician, isn't it?

Now pl concentrate on Akhlesh Yadav n not on Modi. Akhlesh has asked the Centre to take away IAS offrs from UP He will be happy with his own offrs. Is he making a separate kingdom.

Below is table of Exit Polls Versus Actual Results in India's
Central Elections from 1996 to 2009.   Up until 2004 there
is close match between them (as in any mature democracy)
but things went really awry 2004 onwards.  

What changed in 2004?  Note the table and see at the end.

What changed from 2004 is large scale use of EVM in India's elections.

India's elections are determined by EVMs,  not Voters.  Particularly central.
