The RTI Act 2005 essentially does 3 things

1) It mandates every public authority to maintain its records and render them accessible over a network of computers throughout India. (s/section 4.1.a)

2) It mandates every public authority to disseminate as much information as it can proactively/suo-moto and free of cost so that the public does not have to take formal recourse to other provisions of the RTI Act to apply to be provide information. It is specifically provided that 3 categories of information detailed in s/sections 4.1.b,c,d
are required to be disseminated suo-moto free of cost (or at the cost of a printed document - such as a brochure, map, etc). Here there is no application fee

3) It provides a comprehensive mechanism (incl. 2 stages of appeal) for citizens to apply for disclosable information which is held by or accessible to a public authority on payment of prescribed fees, including an application fee. The fees are prescribed by the Concerned Govts - Central or State or competent authorities like the Courts. In case of Central Govt, the application fee is Rs. 10. In case of some High Courts it was Rs. 500.

In my instant request to the CPIO President Sectt, I sought suo-moto disclosure u/s 4.1.c which is free. In case the PIO does not reply, I can escalate the matter.

The President signs on the dotted lines whatever is written by the cabinet on his behalf.
Ask the Parliament to question the Cabinet for TRUNCATED QUICK ACT.

I am sending this email seeking information u/s 4(1)(c) of the RTI Act on behalf of the subscribers to India Against Corruption jan andolan.
I refer to the Criminal Law (Amendment) Ordinance 2013, or suchlike, approved by his Eminence the Hon'ble President of India very recently, and which contained, inter-alia, the following text in its preamble.
"AND WHEREAS Parliament is not in session and the President is satisfied that circumstances exist which render it necessary for him to take immediate action to give effect to the provisions of the said Bill with certain modifications;"
Accordingly, the subscribers of India Against Corruption people's movement would like to be properly informed about the specific and exact circumstances, based on the records,  which existed rendering it necessary for the Hon'ble President of India to act immediately to give effect to the provisions of the Bill cited.
It is pertinent to mention that India Against Corruption had responded to the public notice issued for the Justice J.S.Verma Committee on Criminal Law amendments to ensure safety of women against sexual assault, and we are interested in everything connected with the process of amending the Criminal Laws of India to ensure the safety of women.
I would be obliged if the information is urgently conveyed to me by return email in view of the large public interest involved. Alternatively, it is requested that the same may kindly be uploaded to your website, under intimation to the undersigned,  for wide dissemination.
