Yes, every fence that you put around for security, guard from being pilfered eats the crops ! The person planning to put the fence, person ordering to put the fence,  person putting the fence, and the fence itself are all unclean !  We all go to temples, churches, mosques or other worshiping place but how many of us look back, introspect are we clean enough to stand in front of HIM !  RTI as of now is like attempting to make (twist) a rope out of sand! The intention of all the governments is amply clear for those who see things as they are and not live in fool's paradise- if after 5 years of enactment no serious and genuine effort has been made towards suo moto declarations under section 4-1(b),it is enough to convey the real intent of enactment of RTI act. It is another smart move to release pressure by opening a tiny hole and making people hope against hope that this country will change.
