seeing you all so engaged with this issue; I venture to say that you may be interested in joining the discussions on police reform that are on the front burner just now. there is a facebook page at
that may be of interest. I say this because all of us who are interested in rule of law should be concerned about the everyday working of law enforcement where we live and where there are no special laws. Apologies if I am intruding.

dear sir,
Justice Verma's recommendations truely point out that existing law is
not isufficient to avoid such crimes if implemented with strong will
to achieve the results.
First and topmost target in my opinion should be to act to avoid
recurrence. In this case if the following actions were meticulously
taken there was a very meagre chance that this could have happened
.Laxity/lethargy of implimentation of existing law has incited the
problem. So to avoid recurrence a deterant punishment should be
included in the law against the individuals responsible to impliment
the existing law and who failed to do so.
1- The bus involved using banned black /films was running in
the capitalfor hours without regard to the existing laws and that too
without a valid licence passing through a number of police check
posts. Today also vehicles are seen plying with dark/colouerd glasses
...................... . Who is
resposible for non-implimentation ?
2- Failure to censor criminal/vulgar aspects in films/songs
that is likely to influence the negative oriented individuals in the
society
................... Who
is resposible for non-implimentation ?
3-Failure to inculcate the faith in the judiciary that a
deterant punishment is awaitng him and it will be very fast and will
not take years to drag on. Criminal thinks either he will get away for
want of insufficient evidence/ manipulation of evidence/witnesses with
using his connections of position or it will carry on for years
together where he will most likely get a bail.
..................... Who is resposible for non-implimentation ?
After the crime has taken place ---- inaction of the public who could
have helped the victims.
1- The medicolegal implications/ non- cooperative suspecious
treatment/ delays during invetigations and in hospitals. A citizen
who takes up the task is helping the administration/society. He should
not be harassed un-necessarily and should be able to maintain this
attitude in future also.Social attitude will change with his changed
perception
......................This needs relevent amendments in law
