Highly recommend not generalizing about women's rights activists unless you are open to generalizations about armed forces and RTI activists as well.

There is absolutely no evidence beyond some claims about women's rights activists that anyone except Justice Verma & Co are responsible for the report. Suggestions have come from all kinds of people including suggestions for banning co-education, for example.

Patriarchy in action. Find something you dislike and there has to be a woman responsible somewhere, because no sane, patriotic man would seek to protect a woman over disturbance to the highly important purpose of the all too precious male? Where is the logic behind this nonsense being peddled?

Also, women's rights groups may have suggested flying rapists to the moon, the responsibility of the report lies for the person formally responsible for it. If there is a problem with it, then you have a problem with the report. No more, no less.
