SARABJIT,
Pt b - Rule 23 - keeping a safe distance in case vehicle in front comes to stop or
sudden slowdown.
The lady dvr in the car did not hit the motor cycle. She stopped though suddenly as the M/C guy suddenly turned right or tried to take a turn.
She did avoid the hit from behind. You still put her in the cat of fault.?
If that be so then how should one drive and what is the safe distance to trail a veh?
Can anyone be sure of the veh dvr coming behind on any of these conditions?

Knowing the road / location in question at the time - both the cars
were over-speeding and the motor cycle rider was confused.because the
U-turn into Army Battle Honors Mess had been blocked / made one way.
What nobody is saying is that there are long queues to get into the
Taj Mahal and Maurya Sheraton hotels because of the security checks of
incoming motor vehicles which always occupy (ie. encroach) 1 lane (out
of 2) of that road.
