I am caused to protest at the recent stoppage of the practice by this
Hon'ble Commission to publicise hearing schedules for "Full Bench"
cases involving substantial questions of law concerning RTI Act.
In the past, constitution of such Full Benches have been well
publicised on CIC's website so that interested person and/or affected
persons were allowed to intervene / be impleaded with a view to assist
the Commission in important cases.
In fact I have been kindly allowed to intervene in a few such cases
previously which were publicised..
The instant matter causing me to bring this situation to your notice is
the interim "Full Bench" order in Case "CIC/AD/A/2012/00570 dated 23-07-2012

This interim decision implies that the said Full Bench was constituted
merely because 2 similar appeals happened to be pending with different
Information Commissioners. Being shocked by this reasoning for
constitution of this Bench, I tracked down (with some considerable
difficulty I may add) the original order of the Ld. Single
Commissioner and was shocked to see the grave issues involved in this
matter which directly concern the larger public interest for RTI.
In the particular case (Sasan UMPP), I, like lakhs of Indian citizens,
am an affected person
for the information sought by the appellant. As stock holders, we have
been cheated by massive accounting frauds involving Multinational
Accounting firms and Indian corporate bodies along with systematic
corruption of Regulatory bodies directly relating to the information
sought. It appears that the applicant / appellant has asserted that
there is no public interest involved and he is applying privately for
the information as a citizen of India (and not as an employee of
Ernest and Young the debarred entity).
As the Learned Single Commissioner's order is on the point of :larger
public interest:"
involved in disclosure of the information sought, I would be obliged
if I could be
allowed to intervene / impleaded as a third party to see that justice
is served in this matter
for the benefit of the investing public at large.
