Mr. Gupta,
I read those leters. CBI is not empowered to act against complaint by individuals as I too approached CBI in 1992 to report about frauds by Benin Citizens, in India.
 
About DoPT I am skeptical if it has the required powers to do so either. Only manner this can be stopped is by a solidarity excercise by all of us. First & foremost. we have to ensure fullfilment of obligation by Public Authorities under section 4 of RTI Act 2005 without fail & appointment of Information Commissioners should be subject to public scrutiny as per section 4(c)& (d) 
of RTI Act 2005.
 
Conducting of Court like hearings by Information Commissioners should be stopped as they are not empowered to do so & time limit of 30 days as per section 6(1)& (3) is applicable to information commissioners too if status of complaint under section 18(1) & second appeal under section 19(1) are queried for status.

We condemn the brutal murder of Mr. Satish Shetty. The reports and records clearly indicate he was fighter for our nation in the plain dress against the deep routed corruption.  Like many other leading RTI Activist he used RTI Application to unearth the corruption. 2. Any request from any of the RTI Applicants who face the life threat must be immediately provided protection by concerned state police. The Home Minister and Home Secretary must issue direction immediately to this effect.
 
These RTI Activist are also the soldiers of this great nation and an asset to nation. They are serving the nation acting in a manner protecting the vital assets, economy, system and need protection.
