Every issue/subject should be under RTI exept what matters in the security of the nation n the privacy of a individual. The govt officials must help reducing RTI application by providing simple information verbally. The govt officials make citizen run around even for a small info from his office.I give an example, yesterday I went to our Municipality office at Rohtak to find out if some road work is taken up in our area.Luckily the DC who is also officiating as commissioner was also present in the office.I decided to first meet the commissioner but the gate keeper after knowing my purpose directed me to meet the engineer first, accordingly I went to the engineer concerned n he again directed me to the commissioner so I went to the commissioner's office n in the mean time the engineer also followed me. When I asked the same question to the commissioner he pointed towards the engineer for the answer n than he said that work order estimate has been sent for approval.than I told to both of them that this info could be given by the engineer when I first met him n thanked them for the info.

The PPP should be under RTI.
I am myself personally dealing/working/associated with various PPP Projects, from the Contractor's side. RTI would immensely help the Contractors/Concessionaires, who are harrased at every level by various govt servants, for we all know what.
Transparency would help the Contractors immensely, who can also get get prompt decisions, on the various PPP related matters.
I am also a very active member of Save Family Foundation. You may remember meeting us, at various seminars. I am giving the link of one such photo of yours :-)

National PPP Policy 2011 - Draft for Consultation
PPP Projects Viz RTI Act 2005
During RTI Convention 2010, it was opined that 'Public Private Partnerships' (PPP) projects ought to be under RTI Act 2005.
In this context on 04 January 2011, Shri Satyananda Mishra the Hon'ble CIC had written a letter to Shri Montek Singh Ahluwalia, Deputy Chairman of the Planning Commission.
The said CIC letter was responded by Shri Montek Singh Ahluwalia on 14 March 2011.

Draft of National PPP Policy 2011 Promulgated by Ministry of Finance
On 27 September 2011, the Ministry of Finance has promulgated "Draft of PPP Policy 2011" and solicited views / suggestions from all stakeholders by 15 October, 2011. The Min Of Finance circular can be perused on Link below:

My Take :
Since huge amount of 'Public Assets' are used by the Centre and State Governments for contracting PPP Projects... It is but natural that People act as Watchdogs to ensure accountability in the expenditure of PPP projects V/s benefits accrued to society at large.
Therefore while signing contracts the Centre & State Governments must ensure that the PROJECT comes within the perview of RTI Act 2005.
Now its Our Call:
PLEASE SEND YOUR VIEWS/SUGGESTIONS BEFORE IT IS TOO LATE.
