Dear Mr. sarbajit,
You are very wrong in your thought. Do you have complete information that Anna do not have support base from these. The miscalls given to IAC number came from Punjab, Tripura, Hyderabad, and many other places.Why you are dragging casteism in this like Dalits etc.

India must have two or at max three sections. Ecnomically weakest, midlle and affluent section. If Dalits etc are weaker they will easily come under these classes. basically it is the distinction on basis of caste creed or religion is weakening the country.Moreover this is not related to RTI.You are breaking your own rule, that is the mususe of power .

NEGP in itself will solve nothing, neither will Anna type campaigns. If anything Anna's campaign showed how superficial his support base is. -- No Tribals, No Sikhs, No Muslims, No Adi Dhamites, No Dalits, etc.  in other words just peaceful, middle class retiree / student / NGO / farmer types waving their machine made flags / caps for the media and displaying their self-righteous bourgeise attitudes as a means of self fulfilment. Test them on diverse issues and their unity will fall apart.

We do it the way 40 developed countries have already successfully done it and have secured first 40 positions in least corrupt index. Implement true National E Governance Plan (NEGP) using software and telecom and not the present NEGP 2005 which is bereft of public Procurement, Projects and Operations (PPOs).
