LAND AUDIT WAS STARTED IN 1994 ON A COMPLAINT THAT IN J&K MANY PRIVATE LANDS ARE TREATED AS ARMY LAND ,ALSO RESUMED BUNGALOWS WERE NOT PUT TO THE PURPOSE FOR WHICH IT WAS RESUMED. THE RULES AND STRUCTURE OF TE AUDIT AS RESOURCE AUDIT CONTRA-DISTINCT FROM FINANCIAL AUDIT WERE CLEARLY SPELT OUT UNDER GOVT INSTRUCTIONS.
THE AUDIT WAS CONDUCTED BY DEFENCE ESTATES DEPARTMENT AS PER A STATEMENT MADE BY THE DEFENCE MINISTER IN THE LOK SABHA.
BUT THE ARMY FOUND IT EMBARRASSING AND IT DIED A SLOW DEATH.THIS DESPITE THE APPRECIATION OF THE LAND AUDIT REPORTS BY NO LESS AN AUTHORITY THAN THE CAAG.
THESE ARE FACTS ON RECORD AND WHAT IS NEEDED IS ONLY TO RESURRECT THE SAME.
