I think publication of phone number should be out of purview of self-publicity as it makes possible quick and direct contact too.
Moreover, phone number of any member can be obtained by sending him direct email on the email id mentioned on the blog.
So, ban on posting of phone number is not fully justified. However, if some one try to serve some commercial purpose by mentioning his/ her phone number, the same can be banned but not for the RTI related discussions.

Dear members
The following regulations may be particularly noted

NB: 'self publicity' includes posting contact particulars other than an email-ID..
2) No cross-posting (except in rare cases clearly marked as such).
3) No communal, sexist, racial, casteist etc message posts
In addition to regulate the volume of emails posted to this group
1) Regulation 1(a) which is presently "Message posts to be directly relevant to RTI or democracy, accountability, transparency, corruption in India " is amended to "Message posts to be directly relevant to RTI / Right to Information".
NB: all posts pertaining to "democracy, accountability, transparency, corruption in India" may be posted to the sister group "rti4empowerment@googlegroups.com" instead.
