Any bank in India is guided by the rules of Reserve Bank of India and hence can be percepted by RTI. I suggest to tyou if it is related to legal matters, it will be better to make RTI to the courts. Please keep in mind that the courts are guided by separate rules framed by the state High Courts and applications to courts are to be made based on that rule.
One more information for you regarding banks. If the bank has done any anomally with you, you can refer the case to the Banking Ombudsman placed in all regional offices of the Reserve Bank of India.

Is it possible to get information regarding a loan from ICICI Bank using RTI? This information is needed for a legal matter and would help the investigation. I had filed the RTI with ICICI Bank, but I think since private banks don't fall under this ambit they didn't reply (even though this information was regarding a legal matter and case details and copy was shared with them). Will filing the RTI with RBI help? Could it possibly direct ICICI Bank to share the information requested?
