One sure way to weaken a strong/irresistible movement is to keep sidetracking its attention to irrelevant issues, as also to question its credibility through fallacious line of arguments. Old tricks,I must say. Greater clarity on "Guidelines" could preclude chances of wasteful contents being posted.Hopefully the esteemed members would not waste their precious time in using the forum for giving vent to their freak/stray feelings,or just for chatting,as mostly done on social media. It MUST be different;say, through self-restraint/self-censorship. Let me quickly reiterate that the anti-corruption functioning is at three distinct levels: 1. Operational level: millions of petty cases of corruption occur on daily basis,often in exploitative/extortionist manner,indulged in by largely sub-ordinate ranks(public servants.). 2.Administration/Management level: thousands of mid-level corruption cases occur routinely for fixinhg,or for providing traction,or for outrightly violating the laws of the land,indulged in largely by decision-making authorities at various levels; 3. Policy level:tens/hundreds of cases of high level corruption,of varied/exotic nature(involving,at time,astronomical sums) occur ,virtually always as quid pro quo arrangement,by cunningly twisting laws/rules/regulations and with great finnesse (to avoid leaving footprints),mostly involving senior bureaucrats/politicians/judicial figures(all public servants),on one side and money bags(including Corporate Houses),on the other. Several combos and shades of grey exist,in the mosaic of corruption. For anti-corruption agencies the process/end-result parts all are important,however difficult the job of searching sustainable proof be. The role of RTI activists,in a way is to expose both the corrupt and the opaque system to help the LEA(law enforcement agencies)in bringing justice in efficient/effective manner.
